First off the huge pipe is the expansion part of the exhaust and is normal on a 2 stroke next the rust can be removed with plenty of elbow grease with a wire brush and wire wool due to a 2 stroke burning oil the pipe will be ok inside dissertation help service, as long as it has no holes or has any big dents, but I would personally avoid it because anybody who sells a bike in this condition would probably of neglected routine maintenance and so could be a money pit.
