I've been through the wheel selection process twice now and can definitely relate to this advice. My first bike came with heavy steel wheels that really held back the performance. When I upgraded to lightweight aluminum wheels, the difference in acceleration was immediately noticeable, especially during city commuting. The handling became much more responsive too. For anyone on a budget like I was, aluminum wheels are definitely the sweet spot between performance and cost. After long rides, I sometimes unwind with simple games like Tiny Fishing to relax.
